What’s different about running HR in Mumbai

Mumbai HR isn’t just Bangalore HR with more humidity. A few things make it harder.

Most companies here run out of more than one place. A 200-person Mumbai business typically has a head office at BKC or Lower Parel, a factory or warehouse out at Thane, Bhiwandi, or Taloja, and a satellite branch in Navi Mumbai. Each location ends up with its own biometric device, often its own legal entity, sometimes its own pay structure. Your HR system has to reconcile all of that cleanly, or it leaks into spreadsheets.

Maharashtra’s statutory load is also heavier than most states. PT has separate slabs for men and women, monthly remittance, half-yearly returns, and a one-time ₹300 (instead of ₹200) bump in February that catches teams out every year. The 2017 Shops & Establishments Act, with the 2025 amendments, covers daily and weekly hours, overtime caps, weekly-off rules, and leave accrual. LWF wants ₹6 from the employee and ₹18 from the employer, twice a year. A lot of HRMS products configured generically for “India” miss at least one of these.

Then there’s the monsoon. June through September, WFH spikes whenever the trains stop running. Your attendance system needs to flip between office geofence and home selfie without HR manually recategorizing entries every Tuesday.

And the commute itself drives a real field-attendance need. A sales rep with meetings in Andheri at 10, BKC at 1, and Worli at 4 isn’t going to fill out a timesheet at 9pm. They’ll mark attendance with a single tap or they won’t mark it at all.

It also tracks penalty interest (1.25% per month for employees, 2% for employers), so your finance team gets a warning before a missed remittance turns into a notice.

Shops & Establishments Act 2017 (with the 2025 amendments)

The attendance and leave engine enforces the parts that matter day to day:

  • 9-hour daily and 48-hour weekly limits on work
  • A 30-minute break required after 5 continuous hours
  • A 10.5-hour cap on the total spread of a working day
  • Overtime capped at 125 hours per quarter
  • 24 consecutive hours of weekly off
  • 8 days of casual leave per year (lapses if unused)
  • 1 day of earned leave for every 20 days worked, once the employee has crossed 240 days of service

The system flags overtime that’s about to breach the quarterly cap, employees getting close to the 10.5-hour daily spread, and missed weekly offs. You see them as warnings, not as audit findings six months later.

A few other Maharashtra-specific things

The Labour Welfare Fund contribution (₹6 employee, ₹18 employer) goes out twice a year in June and December. Maternity benefits are tracked at the 26-week entitlement, anchored to the right start date. Mumbai Municipal Corporation holidays are pre-loaded for each calendar year.
